Dear Sir,
Electra House, Finsbury Pavement, London, August 18, 1908.
REFERRING to Mr. Hesso's Confidential letter to you of the 22nd June last, I have to inform you that we have received a telegram from Mr. Dresing, who is now in Tôkiô, and for your information I inclose a copy herewith.
We understand that Mr. Dresing has seen the British Ambassador at Tôkiô in this connection.

August 18, 1908. REGARDING paragraph under dispute, will now lay following proposal before Japanese Government:-
China buys all lines outside railway, but will for ten years lend Japan a line from those stations near railway to railway-said lines to be worked by Japanese from Chinese office building, in which China will provide room. Line to deal only with Japanese Government and messages written in Japanese for Japanese telegraph system, but Japanese to have no dealings with public and not compete with China.
